As the second chamber of the Westminster parliament, the House of Lords has a central position in British politics. But it is far less well-studied and well understood than the House of Commons. The European Security Strategy ("A secure Europe in a better world") was endorsed by the European Council in December 2003. The Committee's report examines this strategy, focusing on current global security challenges and threats, strategic objectives and policy implications for the EU. The Committee finds that the strategy gives a useful starting point from which the EU member states can work together to deliver security, although the EU has yet to identify and commit the necessary resources to make it a reality rather than just an aspiration. This report includes within its definition of infrastructure not only large and mid-range facilities, but also data, expertise and national capabilities such as those in Public Sector Research Establishments (PSREs), for example, the British Geological Survey and the Institute for Animal Health. On PSREs, the Committee expresses concern that the ability of PSREs and National Laboratories to deliver national objectives is being eroded by underfunding. While the Committee is broadly positive about the state of scientific infrastructure in the UK, the Committee warns that a lack of a clear long term strategy and investment plan, with a clear commitment to engagement with international projects, is impairing the UK's ability to remain internationally competitive over the long term. The Committee also found a 'damaging disconnect' between capital investment and funding for operational costs, i.e. that building important large scale infrastructure has been budgeted for, but the costs to keep it running have not. One example cited in the report is the ISIS centre in Oxfordshire, a world-leading base for neutron research. ISIS cost £50 million to build, and has recently doubled in size through a government-funded £145 million investment. Despite this, there was not the budget available to run the site at full capacity, and that it was only being used to two thirds of its potential. This resulted in hundreds of potential experiments not happening, industrial projects losing out and a missed opportunity for UK research.

This report by the European Union Committee examines the progress of the European Union in initiating a strategy for jobs and growth across the Community as a whole. The background to this report stems from the Spring European Council meeting in 2000, in Lisbon, and the launch of an economic reform agenda. The Committee observes that since the "Lisbon Agenda", little progress has been made and the performance of many of the larger European economies has been poor. The Committee has noted that certain worrying signs of protectionist behaviour have developed, especially regarding barriers of cross border mergers. The EU has recognized this weak performance and the Agenda was relaunched in 2005, with a greater focus on the key economic priorities of more growth and jobs. Also, all Member States are now required to produce an annual National Action Plan highlighting the policies being pursued to improve economic growth and increase employment. The Committee sets out a number of recommendations to further push forward the priorities of growth and jobs, including: that the Commission should seek to complete the progress towards an internal market; that Member States should influence one another in the development of good practice through statistical comparison of their economic progress, and agree on quantifiable targets; that the format of the National Action Plans should include not only the successes, but where countries are underperforming; that the Agenda be given a higher public profile.

In 2008, an estimated 34billion euros was spent on the drugs problem in the EU. Much more needs to be done - and must be done - in the battle against the EU's drugs problem. The EU must be more effective in its fight against drugs trafficking, and should call on Member States to be more ready to learn from each other's experiences and to encourage cross-border dialogue between their local governments and cities. Following a six month-long inquiry, the Committee agree that the Member States should, as now, retain responsibility for their own drugs policies. They recommend that the new EU Strategy should concentrate on three key areas. Firstly, co-ordination, through Europol, of the fight against drug trafficking ensuring that any new measures actually reduce the supply of drugs and do not merely move trafficking elsewhere. Secondly, improvement of the collection, analysis, evaluation and distribution of information by the European Monitoring Centre. Thirdly, reliance on the EU's public health obligations and use of public health duties to encourage Member States to devote more resources to harm reduction and to engage in dispassionate and evidence-based discussions on how best to treat the possession and use of drugs. The Committee believes that the creation of a new drugs strategy, lasting until 2020, should provide the perfect platform for a wider and better informed public debate on different Member States' policies and approaches

This report welcomes the Bill's potentially human rights enhancing objectives of taking measures to protect the public from crime, at the same time as focusing on rehabilitation and extending positive support to those vulnerable people who receive short-term prison sentences. However, it remains concerned that insufficient information was provided by the Government (i) to demonstrate the compatibility of the provisions of the Bill with relevant international standards other than the ECHR and (ii) to support its assertion that the proposals have been considered fully in line with the requirements of the Equality Act 2010. The Committee calls on the Government to publish the information which demonstrates this without delay. The Committee welcomes the Government's assurance that private providers of probation services are obliged to act compatibly with human rights law but recommends that there should be statutory provision in the Bill setting out the providers' duties. The Committee calls on the Government to develop clear guidance on the human rights obligations of private probation providers, and to set out how it will monitor the performance of the contracted providers in this regard
